Vaping Products Duty (VPD) and Vaping Duty Stamp (VDS) communications insight survey

HMRC are keen to understand current awareness levels of Vaping Products Duty and duty stamps amongst impacted audiences and what communications channels they use, to help inform their campaign.

Over the next year, HMRC will communicate with businesses who manufacture, import or store vaping products in the UK. This is to help them prepare for VPD and VDS, given applications for approval open on 1 April 2026, and both come into force on 1 October 2026.

They are keen to understand current awareness levels of Vaping Products Duty and duty stamps amongst impacted audiences and what communications channels they use, to help inform their campaign.

HMRC are therefore asking for your expertise and time to fill out our insight survey.

Please complete this by 10pm on 15 November 2025.

For your reassurance, responses are anonymous. They will be collated and analysed by HMRC’s Communications team and relevant insights will be shared with other HMRC teams working on VPD/VDS at an aggregate level.
