An update on the availability and any issues affecting the Customs Declaration Service (CDS).

HMRC have shared the following:

We are currently experiencing some technical difficulties with the Customs  Declaration Service (CDS).

We have put in place contingency processes to  ensure businesses can keep  goods and freight moving while we return to full  service:​​  ​​

  • hauliers using the Goods Vehicle Movement Service should create a Goods Movement Reference (GMR) and select ‘Declaration by Conduct’
  • at maritime Temporary Storage locations, carriers and shipping agents are authorised to use contingency manifest codes (for example, ‘C’ or ‘T2’ status, depending on the inventory  system used)​

Traders should use these options wherever possible. If you’re unable to use these options, contact the CDS helpdesk and provide your unique  consignment number (UCN) and Movement Reference Number (MRN) if this is available.

HMRC and Border Force are manually releasing non-controlled goods from the frontier.

A C130 form will not be required where goods are stuck at an inventory linked Temporary Storage location. ​
