WOWGR reform implementation period and HMRC assurance activity

An update from HMRC on the WOWGR reform implementation period and HMRC assurance activity.

From the 3rd of March 2025, warehousing businesses involved with excise goods will need to adapt their processes and procedures following the removal of WOWGR registration requirements for owners and duty representatives.

To facilitate this change HMRC intend to make it easier for businesses from the period 1st March 2025 to the 1st May 2025, by offering support to businesses developing more effective due diligence processes during this period. However, HMRC reserve the right to take action to protect revenue where HMRC assurance activity is already ongoing, or where serious concerns are identified during this period.

HMRC have promised to provide a due diligence update at the April JECG including HMRC’s plans for specific engagement on this topic for warehousekeepers.

You can find an excel spreadsheet, providing a summary of changes to GOV.UK guidance and forms, HERE.

It is expected that the changes will be made and published on GOV.UK on (or around) the 3rd March 2025.

We will share further updates as we receive them.
