Request for Research Participants – Vaping Products Duty (VPD) and EMCS

HMRC research teams are currently seeking volunteers from excise businesses to better understand how industry is preparing for changes to vaping product movements, particularly in relation to EU, Great Britain, and Northern Ireland flows.

HMRC are inviting participants for upcoming research with existing and prospective users of the Excise Movement and Control System (EMCS).

They are keen to engage with:

  • Current EMCS users, such as excise warehousekeepers and exporters, who may be expanding their activities to include vaping products; and
  • New users of EMCS, including manufacturers, traders, importers, and exporters who will be required to use EMCS as a result of VPD implementation.

The research will be conducted in two phases:

1. Discovery interviews (1 June – 12 June) – Online interviews to explore user needs, pain points, and any challenges associated with implementing EMCS within existing business processes. They are particularly interested in participants intending to use either third-party software or HMRC’s front-end service.

2. Usability testing (15 June – 10 July) – Sessions focused on testing the EMCS prototype and identifying any further user requirements.

Participants are welcome to take part in either or both phases.
