DfT concludes Earned Recognition (ER) review

No changes to annual testing for Earned Recognition operators.

In 2023, the Department for Transport (DfT) asked for feedback on whether the annual testing rules for Earned Recognition (ER) operators of HGVs and PSVs should change.

They looked at options like changing how often tests are done, making tests simpler, or letting ER operators test their own vehicles.

Decision: No Changes

After reviewing all the options with DVSA, the DfT decided not to make any changes. The risks to safety and other issues—like the effect on the ER scheme, legal requirements, and resources—were too great.

This means ER operators will continue with the current testing rules and will not be allowed to test their own vehicles.
