Alcohol Duty Reforms: Evaluation report

This Alcohol Duty Reforms Evaluation Report is a UK Government assessment of how well the alcohol tax reforms introduced in August 2023 are working.

The Alcohol Duty Reforms Evaluation Report, published by HM Revenue & Customs and HM Treasury, assesses the impact of the ADR introduced in August 2023.

The report examines how the reforms have affected consumers, alcohol producers, pubs and the wider hospitality sector, including the impact of changes to duty rates, Draught Relief and Small Producer Relief.

It also considers the reforms’ wider objectives, including encouraging lower-strength alcohol products, supporting the on-trade and small producers, reducing administrative burdens and contributing to the Government’s public health objectives.
