ICS availability

An update on planned downtime for the Import Control System, on 27th April 2025.

In a recent update it was announce that due to scheduled maintenance, you will be unable to access the Import Control System Northern Ireland (ICS NI) online service from 9am to 5pm on Sunday 27th April 2025.

HMRC have said that during this time you will not be able to submit any entry summary declarations.

It was also said that this downtime will also impact you if you use the Goods Vehicle Movement Service (GVMS). While it is currently optional to include the entry summary declaration Movement Reference Number (MRN) in the Goods Movement Reference (GMR), this will not be possible during the planned downtime. The GMR will need to be processed without the entry summary declaration MRN.

GVMS will be fully available during the ICS NI downtime.

It is advised that you should try to make any entry summary declarations in advance of the downtime and add declarations to GMRs before or after the planned downtime.

If you cannot submit your entry summary declaration in advance, you must submit them retrospectively when the ICS NI service downtime has ended, even if this is not within the specified legal time limits.
