Changes to part removal of consignments from Temporary Storage

JCCC paper (07) 37 provided advice on the unauthorised forms of handling in temporary storage and the abuse of the 10 Euro waiver. It also advised that under Article 184 of the Implementing provisions to the Customs Code that goods covered by a summary declaration, whether unloaded or not, must be ‘re-presented intact’ until such time as they are assigned a customs approved treatment or use.

Amendments to Customs Civil Penalties

The Customs (Contravention of a Relevant Rule) Regulations 2003 covers general non-compliance of the law where evasion of duty or taxes is not involved. This regulation is being amended to add new civil penalty provisions to take account of recent changes in European Legislation.

Completion of import and export declarations

The recent introduction of ECS (Export Control System) has highlighted some issues over the accuracy and understanding of data to be declared on CHIEF.There is also a problem with movements to Special Territories (listed below), and the continental shelf, where there is conflict between country codes shown in the Tariff and those that appear in the relevant Commission Regulation ((EC) No 1833/2006).We have taken this opportunity, therefore, to issue this omnibus CIP to bring all these issues together in one place.
